10. Under these circumstances I would respectfully submit that there are no weighty or really adequate reasons for the cession of the whole of the Mr. Z. Lands between the 300 feet contour and the New road, and on the other hand that it would be a very handsome and quite efficient concession to the public if only sufficient ground to form the Rifle Range were ceded, leaving the remainder as at present in the hands of the Mil Department and this diminishing the vexed question of water supply, carriage of sources, and areas within which villas should approach the Laboratory and new magazine together with the question of the disposal of the sewage from such villas, leaving only the question of the safety of the new Magazine for consideration and adjustment.
